Image of a Japanese armored car/truck on a postcard from the 1930s(?)

I seem to recall that someone once told me that the wheels mounted on the side were for railroad track adaptation.

It's a Sumida Type 2593.

It was capable of operating fully on rail lines as you can see with the wheels being carried on the sides of the car.
