Couple of comments:
1) That photograph is most likely been colorized, meaning: originally taken in black and white, so the colorizer could very well have removed the license numbers.
2) No tactical signs whatsoever (at least none that can be seen) and the commander wearing full dress uniform (he's wearing his "Schützenschnur", for example) indeed points to a more 'formal' situation - so it might indeed be a test drive for the new PSW.
3) The plain RAL7028 color and the overall absence of waer and dirt means this vehicle is pretty fresh form the factory, so the assumption it's a test drive is even more likely.
4) Please do not call RAL7028 ("Dunkelgelb") 'desert-yellow'. There were, in fact, 4 official colors for desert equipment, one of those closely resembling something you'd call 'desert-yellow'. Besides that, Dunkelgelb was NEVER used on equpment destined for Africa. The other way round (vehicles outfitted for Africa including camouflage) - yes, that happened.

 Knipoog I didn't call RAL7028 desert-yellow....I never said anything about the RAL7028.....how could I? didn't know it was RAL7028!  hihi
