Here the official procedure in Spain (as far as I have understood it, I am only officially Spanish since this year and have not served here... Verlegen ...any corrections and additional clarifying input appreciated).

Izado de la bandera (Raising of the flag):

- In front of The King (CinC): Announcement (asking permission of HM to initiate act for the National Day Of Spain - OCT 12, the day America was discovered -  and to raise the flag)

- Horn signal: Honor To The Fallen!

- A group of the representative guard BN 
prepares to...

- (as part of the mentioned before) ... paying Hommage To The Fallen For Spain under the flag pole...

- Horn signal: Present Flag!

- A group formed of one member of every partial force (Ground, Naval, Air, Guardia Civil) in their force uniforms carry the flag to the flag raising group (in the vid NOTE: Navy carring the flag, the Guardia Civil representative is a woman, latter is traditional for one of the partial forces since democracy 1975; Order: Navy, Air, Ground, GC)

- Horn signal: Prepare To Raise Flag

- Navy and Air representatives attach flag to pole

- Mil personnell present: "Peloton: "The King..." (or "España..." or both ??), "Viva!" (cannot understand it in any vid)

- Horn signal: Raise Flag!

- Raising of the Flag with National Anthem accompanied by...

- ... Salute of CinC, Prince (future CinC), and Chief Of Staff

- Horn signal: Retire
