Looks to me some sort of ATGM, not a rocket.
Target seems to be an old US MBT like the Patton tank.

Ok having scoured the net I am going to guess that you are seeing an M-60 Patton being hit by a LOSAT ATGM during a test exercise at White Sands Missile Range, New Mexico in around 2003-2004.
